Tram Planning Problems and Solutions for Korea

Tram is focused for green, cheap and user friendly public transportation system. A lot of cities in Korea had been tried to construct since 1999 but not yet realized. Korea has extremely strict pre-feasibility study process by Ministry of Strategy and Finance (MOSF). Most of trams need road space and it brings more congestion on the road. For greener and user friendly public transportation system, planner has to consider traffic demand management policy, and it should be evaluated when tram feasibility study, but not included yet in Korea. Thus most of tram plans did not show economic feasibility because of road congestion. Author will show why conventional tram would not show economic feasibility in Korea and how it can be solved by 2 ways. One is changing concept of tram with two examples of Incheon and Daejeon, the other is amendment of pre-feasibility study guideline in Korea."
