철도교통관제 규정의 체계에 대한 연구:사고사례 중심으로

초록

Recently, with the spread of various rail services, the railway traffic control system for the operation of the existing control system has reached its limits. In this study, the existing railroad traffic control regulations were analyzed by classifying them into the Framework Act on Railway Industrial Safety and the Railway Safety Act according to the legal system. Based on the results of this analysis, it was applied to representative train accident cases, and it was confirmed that the current rail traffic regulations have limitations in vertical application according to the legal system. In order to overcome these limitations, a revised rail traffic control regulation system that can be applied three-dimensionally to the railroad traffic control site was proposed. Through this, we devised a way to rationally resolve situations such as conflicts between laws, which were difficult to analyze in the past.
