Standard Specification and regulation for Urban Transit's Signaling System in Korea

The signaling system, which is the core technology to secure safety and punctuality. It is currently applied to each railway organization with a differently and independently developed form handed from various signaling systems of other countries, from ATS(Automatic Train Stop), which was a basic level of analog scheme introduced initially in 1970s' to ATP(Automatic Train Protection)/ATO(Automatic Train Operation), which was used on Busan and Incheon subway lines in 1999. The Problem, from the above reason - each different application - and of the consequent impossibility to refer different cases from other organizations, makes the identification time of the causes and the maintenance time longer, makes the quality of the railway operation, the service quality for the general public degraded, makes relevant matters to its interoperability, operation, maintenance, and training difficult even for the same functions, and thus, results in excessively expensive expenses. To make a preparation for the continuous expansion of the urban transit lines, and the improvement of the existing urban transit ones, the advanced standardization of signaling systems, which is following the current technological trend, is required. As the demands of the improvement of our own technologies and the security of compatibility among different products, studies on establishing standard specifications and safety standards are conducted to make a plan for standardization of the railway signaling system, from 2001 to 2006 in Korea. The objects of this study are to establish the standardization strategies proper to the current technological development of the signaling system for the standardization of the urban transit's signaling system, which are to apply them to the future improvement of the existing signaling systems, and the construction of new signaling ones, and to write the standard specifications of urban transit signaling systems as the selected strategies. In this paper the structure of the standard specification and the safety criterion are represented.
